Kelly (NY) To require the Secretary of the Treasury to mint coins in commemoration of veterans who became disabled for life while serving in the Armed Forces of the United States.   The Commemorative Coin Act will bring national attention to America's disabled veterans, and the revenues from the coin surcharge will cover a portion of the costs of the Memorial without costing tax payer monies.  This memorial is a KDVA major project.
